Statue of Prince Arisugawa Taruhito
In 1853(kaei6), prompted by the arrival of American warships, the Tokugawa shogunate concluded a Treaty of Amity and Commerce with Western nations. This unequal treaty granted foreign nations consular jurisdiction and deprived Japan of its autonomy over customs duties.
In addition, the exchange rates set for trade with other countries were set at an extremely low value for our currency, which led to a large outflow of gold from the country, accelerating inflation within the country and putting pressure on the lives of ordinary people.
The shogunate’s unilateral decision to conclude a trade treaty without the Emperor’s permission was criticized by domestic samurai, and the domestic political situation became unstable.
Meanwhile, the powerful feudal lords of Satsuma and Choshu, who had acquired the latest weaponry through trade with Western countries, called for the overthrow of the shogunate, and the 15th shogun of the Edo shogunate, Tokugawa Yoshinobu, abandoned his position. However, at Toba-Fushimi, near Kyoto, the shogunate forces clashed with the Choshu forces, and the Satsuma and Choshu forces, flying flags bearing the imperial chrysanthemum crest, emerged victorious, forcing Tokugawa Yoshinobu to flee to Edo.
As the man who had aimed a bow at the Emperor’s forces, Tokugawa Yoshinobu was labeled a traitor, and a punitive force (government army) led by Prince Arisugawa Taruhito, a descendant of the 112th Emperor Reigen, as the commander-in-chief of the Eastern Expedition, advanced along the Tokaido.
With the government forces closing in, Tokugawa Yoshinobu left Edo Castle and expressed his willingness to submit at Kan’ei-ji Temple in Ueno.
The government forces were planning an all-out attack on Edo, but just before that, Katsu Kaishu, of the shogunate, and Saigo Takamori, of the government forces, met and a bloodless surrender of Edo was achieved.
This bronze statue of Prince Arisugawa Taruhito was erected on the grounds of the Army General Staff Headquarters in 1903(Meiji36), but was moved to this park, which has ties to the Arisugawa family, in 1962(Showa37).
Prince Arisugawa Taruhito passed away at the age of 61 in 1895(Meiji28), the year before this land became official land for the Arisugawa family.
有栖川宮熾仁親王像
嘉永6年（1853年）にアメリカ軍艦の来航を機に、幕府が西欧列国と締結した修好通商条約で我が国は、諸外国に領事裁判権を認めるとともに、関税自主権もない不平等条約でした。
また、諸外国との交易に当たって定められた為替レートは、我が国通貨を極端に低く設定されており、我が国から多くの金が流出、国内ではインフレが加速して庶民の生活が圧迫されました。
幕府が天皇の許可を得ずに独断で通商条約を締結したことは、国内の武士からも批判され、国内の政情は不安定化します。
そんな中、西欧諸国との交易により最新式の武器を入手した有力大名、薩摩と長州が倒幕を主張、江戸幕府の第15代将軍徳川慶喜は将軍職を放棄しますが、京都に近い鳥・伏見で、幕府軍と・長州の軍勢が衝突、天皇家の菊の御紋の旗を掲げた薩摩・長州軍が勝利し、徳川慶喜は江戸へ敗走します。
天皇の軍勢に弓を向けた者として、徳川慶喜は賊軍とされ、第112代霊元天皇の血を引く有栖川熾仁親王を東征大総督とする追討軍（官軍）が東海道をへ進軍します。
官軍が迫る中、徳川慶喜は江戸城を出て上野寛永寺にて恭順の意を示します。
官軍は江戸総攻撃を計画していましたが、その直前、幕府方の勝海舟と、官軍の西郷隆盛が会談し、江戸無血開城が実現します。
この有栖川宮熾仁親王の銅像は、明治36年（1903年）に陸軍参謀本部構内に建立されましたが、昭和37年（1962年）有栖川宮家ゆかりのこの公園に移されました。
なお有栖川宮熾仁親王は、この地が有栖川宮家の御用地となる前年の明治28年（1895年）に満61歳の生涯を閉じました。
