Townsend Harris Monument
From the 17th century to the late 18th century, Japan was ruled by the Tokugawa Shogunate, which was based in Edo (present-day central Tokyo).
In order to stabilize the country, the Tokugawa shogunate adopted a policy of “national isolation” that severely restricted the movement of goods and people with overseas countries.
However, during this time, science and technology in Europe and the United States advanced rapidly, and Japan, which found itself inferior in military power, opened up its country in response to the demands of the West, which were backed by military force, and eventually established diplomatic relations with European and American countries.

Foreign embassies were established in various parts of Edo, but the first American embassy was located here at Azabuyama Zenpukuji Temple from 1859 to 1875.

タウンゼント・ハリス碑
17世紀から１８世紀後半まで、我が国は江戸（現在の東京の都心部）に置かれた徳川幕府を中心とした統治が行われました。
徳川幕府は国内を安定させるため、海外との物資や人の往来を厳しく制限する「鎖国」政策をとります。
しかしながらその間、欧米の科学技術は急速に進歩し、軍事力で劣ることとなった我が国は、武力を背景とした欧米の要求に従い国を開き、欧米列国と外交関係を持つに至ります。

江戸の各所には諸外国の公使館が置かれましたが、初代米国公使館は、1859年から1875年まで、ここ麻布山善福寺におかれました。
